If the team seems stuck, I review our processes. Sometimes it's just a matter of too many meetings or clunky tools. We switched to Agile and added CI/CD and it made a big difference. Cleaner workflows reduce stress and let the team focus on what they love, building great software.

Stagnancy and Comfort zones are motivation killers. Adjusting workflows to include impactful processes as simple as peer review of Codes, Test cases or even Iterations / Sprints would get the momentum up and pumping in an otherwise well established process but poorly motivated team. It definitely comes at a cost of more resources, but given that Quality reciprocates to Time and Money; this is nothing but a dummy constraint that has to be understood, agreed and supported by all stakeholders. The 'Retrospective' process in Agile or 'Lessons Learned' as in Project Management, are tools to identify these workflow changes. Always bear in mind change is the only constant and it needs to be embraced.
