Appropriate grant management structures must be in place at the expected crucial levels i.e. executive and technical and they have clear ToRS in terms of the periodicity, agendas and expected outputs of their meetings etc.. Stakeholders and their expectations must be clearly delineated. Governments are overall policy guidance providers, donors/development partners are financiers but also development agenda setting partners through fora like Clusters, HCTs, TWGs and SWGs. Media is important for visibility. Academia is important for research agendas, faith-based and local governance structures are key in civic education and behaviour change and communication. CSOs can be co-implementers. Grant beneficiaries' aspirations must also be met.
