I had a delay in project funds, this was several years ago. I had to plan out how I could keep the project technicians paid and the car running. One thing that worked for me was that I always kept an open and daily/ weekly communication with my stakeholders. When I faced that issue- one of my stakeholders agreed to cover cost whilst my funding was approved, later I crossed charged them.

In my experience being honest about any roadblock found on the project implementation and presenting a realistic action plans to stakeholders would build trust and probably will get buy from them. Usually stakeholder have their own perspective that could be useful to improve the action plan or change in the expected results.
